The Recovery, Transformation and Resilience Plan at the Museo Nacional del Prado


The Museo Nacional del Prado’s participation in the Spanish government’s Recovery, Transformation and Resilience Plan, funded by the European Union’s Recovery and Resilience Facility, revolves around 3 investments provided by the plan over the 2021–2025 period:

  • Component C24: Revitalization of the cultural industry
  • Component C14: Plan to modernize and increase the competitiveness of the tourism sector, including a project to maintain and renovate tourist heritage sites
  • Component C23: Young employment: new public policies for a dynamic, resilient and inclusive job market

The Prado Campus, Digital Transformation and Training

Component C24 includes the activities that fall under The Prado Campus, Digital Transformation and Training, which are aimed at improving the competitiveness, digitalization and sustainability of large-scale cultural services. These activities consist of seven lines of action and 21 projects.

The investment tied to Component C24: Revitalization of the cultural industry—whose decision-making entity is the Spanish Ministry of Culture—grants the Museum a definitive budget of €19,014,874.25 (including VAT), broken down into annual payments issued in 2021, 2022 and 2023. The use of these funds has resulted in the project called The Prado Campus, Digital Transformation and Training: It consists of seven lines of action broken down into 21 projects and a total of 69 procurement tenders, for a total cost of €17,438,671.17, equivalent to 92% of the budget allocated.

Modernization and Optimization of Monitoring Infrastructure: Upgrading of the Security System

Improvements have been made to the efficiency of the Museum’s infrastructure, both in public and internal areas. In this sense, the security system has been the subject of multiple interventions to optimize and raise quality standards in relation to the exhibition and conservation of collections as well as the guarantees offered to both the public and employees.

  • Optimization and upgrading of infrastructure

    The projects carried out as a part of this activity guarantee improved security and energy efficiency at the Museum facilities; moreover, they guarantee that these elements will be upgraded as to remain in line with applicable regulations in force.

    Revision of the project drawn up in 2018 to replace the outdoor unit of the air conditioning system of the Museum’s Villanueva Building. This system has been upgraded based on technological advancements, bringing it in line with applicable energy efficiency regulations.

This intervention takes accessibility needs into account.

  • Modernization of facility management systems

    This activity is focused on the use of digital technologies to monitor parameters affecting the security of both Prado Campus buildings and the artworks that they house, allowing to maintain environmental conditions guaranteeing the preventive conservation of these heritage assets. Moreover, the information obtained assists in efficient and timely facility management, optimizing energy consumption and minimizing the cost of potential future repairs.

    (23AME198) Supply of a thermal camera to the Museum’s Buildings and Maintenance Department
    Purchase of a thermal camera (system enabling contactless viewing of humidity and temperature measurement via infrared) in order to study and diagnose the causes of potential areas of water damage appearing in Prado Campus buildings, in view of devising actions to rectify them. This technology also allows to measure the temperature in spaces, conduct energy studies, determine building structure insulation quality and detect areas at risk of condensation and hot spots. The possibility of monitoring all of these parameters enables preventive interventions, considerably improving facility management.

  • Improvement and installation of audiovisual and connectivity devices

    Activity directed at applying audiovisual and communications network technologies promoting citizens’ access to culture, strengthening the presence of the Museum in different spheres by encouraging new forms of dissemination.

  • Replacement of comprehensive security system infrastructure

    Activity encompassing the modernization and adaptation of the Museum’s security infrastructure to the new challenges of the digital era, both with regards to protecting visitors and workers as well as the artwork stored at the Museum. This covers a broad range of risk control measures, including fire protection.

    Renovation and expansion of fire protection systems, including both detection and extinction systems. Among other interventions, the scope of this project includes the replacement and installation of new equipment, such as detection systems, extinguishers, fire detectors, emergency buttons, alarms, etc., as well as bringing the system in line with new regulations, the inclusion of modules to pick up signals from the electrical panels of pressure and pumping devices, the installation of modules to control the handling of air conditioning machines, and the installation of a workstation running management software.

    Creation of a project to define the works necessary to improve the accessibility of the Villanueva Building, divided into two components: on one hand, the refurbishing and/or replacement of handrails, banisters and retractable barriers along the public pathways through the building in order to make them accessible to all individuals; and on the other hand, refurbishment of the toilets in the Velázquez and Murillo areas. In the case of the toilet complex of the ground floor of the Velázquez area and the toilet in the west hallway of the second floor of the Murillo area, the goal is to make them more accessible to people with reduced mobility. In all cases, sensorial and cognitive accessibility elements will be provided.

    Creation of a digital semantic platform based on the Museum’s current ontological model, offering third-party cultural institutions a complete digital experience that brings their online presence to life and optimizes it.     This technology makes it possible to carry out non-invasive analyses of artworks in order to characterize pigments by detecting the chemical elements present in nonorganic materials, offering information that is highly valuable in the study of paintings, sculptures and graphic works. The XRF mobile system makes it possible to scan the entire surface of works.

  • Technological outfitting of the Restoration Laboratory

    Through this activity, the Restoration Department has been provided with technologies permitting an advancement in the analysis and reintegration work applied to traditional techniques.

    Using a 3D laser scanner with a robotic arm, this equipment makes it possible to digitalize frames in order to study and document them. 3D printers employing stereolithography (SLA) technology and dual extrusion 3D printers make it possible to totally or partially re-create them as a part of restoration work.

Digital Government

This line of action comprises activities intended at modernizing public services by improving the efficiency of the Public Administration, as well as at offering citizens the possibility of contacting the Government electronically, thus complying with laws 39/2015 and 40/2015.

This includes the activities necessary to strengthen and/or replace IT infrastructure so that it is able to provide support for new needs, including the requirement for storage space and the capacity to manage the information generated, a demand that has grown exponentially as units have gotten on board with the digitalization process.

    This involves the creation of a Digital Library to promote the online consultation of both historical and contemporary library holdings, making the Museum’s bibliographic assets and publications available to citizens, thus facilitating access to information in addition to guaranteeing the conservation of original copies of works.

Training and Research

Actions related to training are directed both at specialized and non-specialized publics as well as at providing continuous training for the Museum’s professionals, with special emphasis on digital training in order to overcome the digital divide.

Regarding research, this component includes technological resources aimed at technological experimentation and innovation in the analysis of artworks as well as the digitalization and computerization of documentary and library holdings in order to make them available online.

  • Training/research channel

    The projects carried out in this line of action fall within the dissemination tasks performed through the creation of online multimedia content. A digital publishing and interactive training model has been developed via a pilot project dedicated to works on paper. This model should be transferable to any other of the Museum’s areas of study.

    This activity is aimed at training staff in digital skills, promoting change management in the context of the digital transformation.

    In order to enhance the acquisition of skills relating to digital work environments and eGovernment, the Museum is providing its employees with online training allowing to improve the information processing and security practices in place at the institution. To do so, two online courses have been developed, the first on information security and the second on data protection. Moreover, the institution has set up an online training platform enabling employee training and the management of training tasks.

Projects



Maintenance and Restoration of Heritage Assets

The Museum participates in the investment offered by Component C14: Plan to modernize and increase the competitiveness of the tourism sector, including a project to maintain and renovate tourist heritage sites, formalized by the relevant agreement between the Spanish Ministry of Industry and Tourism and the Spanish Ministry of Culture.

This investment grants the Museum a budget of €1,060,780.38 to implement the project to renovate the roofs of the 1st and 2nd northeast expansion wings of the Villanueva Building of the Museo Nacional del Prado, known as the “Grecas Norte” area.

First Professional Experience at Public Bodies Program

The Museum participates in the First Professional Experience at Public Bodies Program under Component C23: Young employment: new public policies for a dynamic, resilient and inclusive job market, aimed at developing a program which allows individuals to gain their first professional experience within the services provided by public bodies.

To enable its participation, the Museum received a subsidy from the State Public Employment Service of €425,800.44 in June 2023, aimed at covering the recruitment of 11 unemployed young people between the ages of 16 and 30.
